ELMIRA, N.Y. -- Parks in the City of Elmira might be getting a bit cleaner this spring. City Council will vote Monday on a tobacco-free policy that would be implemented at all city-owned parks. The ban would not be a law, so no penalties would be imposed if caught smoking on park property. But signs would be added, warning people about the importance of children's health. Officials said Elmira is the last community in the county to implement this policy and it's about time they do it. "Go to the outside perimeters of the park. It just keeps the parks cleaner. They're more enjoyable...no second-hand smoke around the kids or adults who don't like the second-hand smoke either," said Elmira Mayor Sue Skidmore. Officials said the ban would likely not include golf courses. Council will vote at the next meeting Monday at 7 p.m.
