Elmira, N.Y. - New York will have to follow two new state laws that take effect in the new year. The first law bans sales of electronic cigarettes to minors. E-cigarettes are battery-powered devices used to inhale vaporized liquid nicotine instead of tobacco smoke. The ban on sales is effective on January First. The second law set to take effect next week is giving businesses new tax exemptions for installing solar energy systems. Sales and installations of commercial solar units will become exempt from the 4% state sales. The law lets cities and counties do the same. It follows the 2005 tax exemption for residential systems.
